The following is the appointment statement from the party concerned, Nanqiao Oils &amp; Fats Co., Ltd. (hereinafter referred to as &quot;Nanqiao Oils &amp; Fats Company&quot;):<\/p>\n<p>&quot;Since its establishment, our company has always been dedicated to its core business, and &#039;food safety&#039; and &#039;health and nutrition&#039; have been our unwavering commitments to consumers. However, recently, due to food safety concerns arising from the oil incident involving Chung Lien Oils Co., Ltd. (hereinafter referred to as &#039;Chung Lien Oils&#039;), unverified and false statements have been widely disseminated, seriously damaging our company&#039;s good reputation. In order to clarify the facts and safeguard the brand image and reputation that our company has worked hard to build over the years, we hereby explain the whole story as follows.&quot;<\/p>\n<p><strong>(i) Self-management of food safety and long-term monitoring<\/strong><\/p>\n<p>Our company has always placed great emphasis on food safety, strictly controlling food management from the source and implementing &quot;self-management&quot; in accordance with the law. In 2019, we invested in the establishment of the &quot;Nanqiao Group Food Safety Research and Testing Center&quot; (hereinafter referred to as the &quot;Nanqiao Research and Testing Center&quot;) to provide various tests on edible oils and other products and raw materials of the Nanqiao Group. In 2020, we passed the TAF (Taiwan Accreditation Foundation) assessment and became a TAF certified laboratory, meeting the international ISO17025 laboratory certification standards. To date, we have completed the testing and certification of 21 substances in six major categories. From 2014 to July 6, 2026, our company conducted self-management tests on 6,275 raw materials, semi-finished products and finished products of edible oils (of which 1,002 samples were monitored for &quot;benzopyrene&quot;).<\/p>\n<p>To ensure food safety, our company has invested significant resources in conducting tests on the food products required by the Nanqiao Group in a timely manner. Apart from the oil tanker sample purchased from Fu Shou Company on April 8, 2026, all other benzopyrene test results were either undetectable or qualified.<\/p>\n<p><strong>(ii) Our company is not the manufacturer of the problematic oil; rather, it was the first to discover the problematic oil supply chain.<\/strong><\/p>\n<p>Our company has been purchasing soybean oil from upstream Fu Shou Industrial Co., Ltd. (hereinafter referred to as &quot;Fu Shou Company&quot;), which in turn purchases it from its upstream Zhonglian Oils Company. On April 8, 2026, when our company purchased Grade 1 edible soybean salad oil, Fu Shou Company provided a routine quality inspection report with the shipment. Subsequently, our quality control unit sampled two bottles from the sampling port of Fu Shou Company&#039;s tanker truck and retained them. Following routine quality control checks upon receipt of the raw oil, the samples met the acceptance standards. The warehousing unit then collected the oil and deposited it into the oil tank. The aforementioned samples were used for mandatory periodic self-inspection and were also inspected by the Nanqiao Research and Testing Center according to the &quot;2026 Food Safety Monitoring Plan Mandatory Inspection Cycle Schedule.&quot; On May 13, 2026, testing was conducted on the oil samples retained from Fu Shou Company&#039;s tanker truck. The result showed benzopyrene at 4.6 \u03bcg\/kg (ppb) (the standard is less than 2.0 \u03bcg\/kg (ppb)). This is the first time in 12 years that benzopyrene has exceeded the standard. Our company immediately...<strong>Both the raw oil from the oil tank and the finished product passed the tests.<\/strong>(The Taoyuan City Government Health Bureau sampled and tested the raw oil from the factory&#039;s oil tanks on July 2, 2026, and the results were satisfactory). Meanwhile, on May 14, 2026, a retest of the oil samples retained from the tanker truck was initiated, and on May 22, 2026, the test results showed an excess of 4.8 \u03bcg\/kg (ppb). To be on the safe side, our company commissioned an independent third party, SGS, to test the samples from the tanker truck that entered the factory on April 8, 2026 (an urgent submission). On June 4, 2026, the SGS test results showed benzopyrene at 8.0 \u03bcg\/kg (ppb). This demonstrates our company&#039;s extremely cautious and rigorous attitude towards food safety.<\/p>\n<p><strong>(III) Fushou Company is a long-term supplier of soybean oil to our company. When our company discovered that samples collected from the oil tanker showed abnormally high levels of benzo[a]pyrene in three separate tests, we immediately contacted Fushou Company for further action. However, to date, we have not received any test results report from Fushou Company, nor have we seen them address the issue or issue an apology. Our company deeply regrets this and strongly condemns this action, demanding an apology and compensation from Fushou Company for all our losses.<\/strong><\/p>\n<p>Given that our company discovered an anomaly on May 13, 2016, in which the benzo[a]pyrene sample collected from the oil tanker truck of Fu Shou Company that entered our factory on April 8, 2016, exceeded the standard, we immediately traced the raw oil from that batch of oil tankers entering our factory and the products produced therefrom for benzo[a]pyrene testing. The results all met the standards. Therefore, our company believes that the notification requirements stipulated in Article 7, Paragraph 5 of the Food Safety and Sanitation Management Act were not met. Following the repeated inspections and retests, we reported this sampling anomaly to our supplier, Fu Shou Company, on June 10, 2016, stating that &quot;the oil tanker sample is unqualified, and we request Fu Shou Company to explain this anomaly.&quot; Although Fu Shou Company stated that it would investigate the production process to trace the batch and send samples retained in the factory for confirmation, it has not yet informed our company of the test results. Our company is simply a buyer of soybean oil from Fu Shou Company and is not a shareholder of the four companies: Zhonglian Oils, Fu Shou, Fu Mao, and Taishan. Therefore, it is impossible for our company to have conspired with Fu Shou Company or any of these four companies to conceal any information. Furthermore, our company is acting as a witness in the investigation by the investigative authorities and actively cooperating with the food safety management instructions and related inspections of the health authorities, demonstrating our company&#039;s seriousness about this incident and our attitude of facing it with composure.<\/p>\n<p><strong>(iv) Our company adopts the strictest standards of regulations, and all incoming raw oils are immediately tested batch by batch to ensure that our products meet the most stringent safety standards throughout the entire process.<\/strong><\/p>\n<p>As stated above, our repeated inspections and retests are conducted out of a sense of prudence and accuracy, and we have absolutely no intention of deliberately delaying or concealing anything. Prior to the amendment of the relevant laws of the Food Safety and Sanitation Management Act, our company had been conducting benzopyrene testing on every batch of raw oil entering the factory since July 4, 2016, to ensure that our products meet the highest safety standards throughout the entire process, thereby protecting the safety of consumers&#039; food. Furthermore, our company accepts factory inspections, verifications, audits, and guidance from competent authorities at any time, and we agree to bear legal responsibility for any product quality or hygiene defects.<\/p>\n<p>II. Therefore, we hereby publish the above statement, urging all parties to refrain from spreading misinformation and damaging the reputation and image of Nan Chiao Oils Company. Otherwise, our lawyers will take necessary legal action to protect our rights. We sincerely apologize for any inconvenience and distress caused to our clients and consumers by this incident, and we are actively working with them to resolve the matter appropriately. We ask for your continued support of Nan Chiao Oils Company&#039;s products.
